Philip Miller, President

Ask those "in the know" for the best resource in land entitlement and development services, and Philip Miller's name will be at the top of the list.  His 35+ years of experience in the Real Estate Entitlement and Development Business has provided him with the tools and resources to manage all types and sizes of land development projects.  Philip has significant experience and expertise in the real estate business, from designing and building single family homes to the planning, entitling, engineering and developing of large master planned communities as well as solving various regional utility and drainage problems, and the formation and implementation of municipal bonding projects.  Most importantly, his vision and creative approach to development create the highest final market value of his clients' properties.

Kelly Hall, Vice President

Kelly Hall is a diligent and accomplished professional with 25+ years experience as a project, department, division and regional manager in land development, planning and environmental fields.  His extensive land development project experience including acquisition, entitlement and disposition, cost estimating, financial analysis, contracts, agreements, environmental compliance and construction management.  Kelly has a Masters Degree in Environmental Design, Urban & Regional Planning, and is certified by the American Institute – Certified Professional Planner (AICP).  Philip and Kelly have worked hand-in-hand for almost two decades and share a mutual passion for successfully solving the challenges of land development for their clients.

Professional History

In 2010, Kelly joined Philip Miller Consultants as Vice President, to provide complete land development project management services including due diligence and feasibility, market analysis and financial modeling, risk assessment, acquisition, negotiation and contracts; evaluate and analyze project including site and environmental issues, existing approvals and ordinances, infrastructure and utility services and estimate of costs; and assess market area comps to develop pro forma, perform value engineering, obtain entitlements, permits, and project team management for all types and sizes of development projects.
